Sallies, we hear about ear marks and pet projects which Senators and Congresspersons procure, but we never hear about such projects being talked about by local leaders, town councils, or county boards; I wonder why that is...?  ...Are these pet projects secured for communities or for individuals?  If the latter, then these ear marks are unconstitutional, for all taxes must be representative, not selective. 

    Arvin, selective taxes, hum, that sounds like a phrase that has never been coined before, and I bet it came through inspiration.
