Sallies the governor must think, inferred by his posturing that a thief is not guilty until the goods get out-of-the-door: for this is the only way, the governor could be spared impeachment.   Anyway it does not take a criminal act, to be impeached: attempting to sell a Senate seat is, a breach of office, whether it is directly written into the Constitution or implied by preponderance. 

    Arvin there is so much against Governor Blagojevich that the cynics well have a field day, if he somehow manages to escape impeachment.
