Sallies, if I am understanding this correctly, the 10 billion dollars a month, America is spending in Iraq is going to American based contractors, so this must be benefiting, the American economy, somewhat?  Now, when the Iraqis can teach and train individuals to be qualified contractors, than they will be able to spend the monies their government has, but if they spend it now, these monies will end up in the hands of unqualified individuals and likely terrorist.
