Sallies I have never liked it when
Senators or Congress piggyback a bill with unrelated items. Such
as the current defense bill, there should be no other items, on this
bill, but current defense concerns and considerations. Still, I
have heard of three non-related items, on that bill which are being
piggybacked or should we say, being hoodwinked or back-doored on it.

it may not be true, but my question is this: "When Senators or
Congresspersons piggyback these bill this way, is it because they know
there is no chance of getting it passed or even heard any other way?"
If this be truth, then this type of legislative action should be banned.
